Committee on Foreign Intelligence
Directive No. One
1. Treasury has no specific comments to make on the
major elements of this Directive which really lie outside
the purview of the Department of the Treasury.

4. Aside from the above, there is a technical consideration
which would make the inclusion of either the Treasury Attaches or
the Office of National Security budgets in the NFIP a problem. These
activities are not financed from Treasury's regular budget appropria-
tion, but along with some other Treasury international activities, are
paid for by proceeds from the Exchange Stabilization Fund. To include
them in a NFIP budget made up of Congressionally appropriated funds
seems, therefore, inappropriate.
