Saudes Subject: Draft Committee on Foreign Intelligence Directive No. 1 I appreciated the opportunity to comment on the draft directive. My views have mainly to do with the relationship of INR's program to the National Foreign Intelligence Program (NFIP) and associated processes. The INR program has for several years been included in the DCI's review and presentation of the NFIP, and we would have no objection to a continuation of this procedure, so long as it is understood that INR's budget will continue to be under the Department's authority and will be handled as part of the total State Department program in budget reviews with OMB and the Congress. The bulk of our small budget is for personnel costs for our Departmental acti- vities; it is a relatively small portion that is expended on community-wide affairs. I note that "communications security activities." are included in your list of candidates to be considered for the NFIP.
