Timely and reliable foreign intelligence is essential
to the national security and to the formulation and implenenta-
tice of political, economic and Tfll policies of the
United States Government. To assure the availability of
such intelligence, this directive provides authority, de-
lineates responsibilities and establishes arrangements for
the effective leadership and coordination, and for the effi-
cient management and planning of the US foreign intelligence
effort. To these ends, pursuant to provisions of Section
102 of the National Security Act of 1947 as amended, the
National Security Council hereby authorizes and directs as
follows:

b. Authoritative responsible leadership for
the Community as a whole ...',.~st be assured.
c. A more efficient use of resources by the
Community in the collection of intelligence information
must be achieved. Utilization of the means available
must be in consonance with approved requirements of
United States security and national interests.
d. Assignment of intelligence functions within
the Community must be re: i_e,.ed and revised to eliminate
inefficient, unnecessary or outmoded activities.

e. The quality, scope and timeliness of the
Community's product must be improved.
f . The provision of intelligence and its utiliza-
tion must enhance the formulation and implementation of
the foreign, military and economic policies of the US

tions by US Forces.

Committee (NSC1C)

discharge seven major responsibilities:
(1-) Plan, review and evaluate all foreign

(2) Produce national intelligence as required.
(3) Establish substantive and resource
management objectives for the Intelligence Community
and review the performance of the Intelligence
Community toward accomplishment of these objectives.
(~) Establish and reconcile national intell.-i-
gence requirements and priorities within budgetary
constraints.
(5) Promote the deve.lonme2-:t of services of

all Intelligence Community advisory boards and

(8) In consultation with the head of the
intelligence or other :.propriate component of the
departments and agenc_.. concerned, make such
surveys and evaluations of foreign intelligence
activities as he may deed necessary in connection
with his duty to advise the National Security
Council, to coordinate the foreign intelligence
effort of the United States, to promote an integra-
tion of intelligence effort, and to avoid undesirable
duplication and overlap.
(9) Formulate, wish the advice of the United
States Intelligence Board as appropriate, policies
and procedures with respect to arrangements with
the intelligence services of foreign governments.
(10) Disseminate national intelligence on a
strictly controlled basis to foreign governments
and international bodies upon his determination,
and after consultation with the United States
intelligence Board, that such action would sub-
stantially promote the security and support the
foreign policy of the United. States, provided that
such dissemination is consistent with existing
statutes and Presidential guidance, including that
reflected in international agreements, that
adequate security meas_nes are afforded for the
protection of intelligence sources and methods,
and further, that any disclosure of Federal Burg a .
of Investigation information shall be cleared with
that agency prior to dissemination.
(11) Pursuant to the statutory responsibility
assigned in Section 102 (d) (3) of the National
Security Act of 1917, develop and review security
policies, standards, compartmented systems and
practices for the protection of foreign intelligence
and of intelligence source's and methods from
unauthorized disclosure' call upon the departments
and agencies, as appropriate, to investigate
within their department or agency any possibility
of compromise resulting from unauthorized disclosure
of intelligence or of intelligence sources and.
methods and report the results of such investiga-
tion to the Director of Central Intelligence for
review and such further action as may be appropriate.

other sensitive intelligence sources or methods.
(13) With the advice of the United States

Communications Security Soar.'d assessments and
recommendations concerning the intelligence impact
of US cryptographic assistance to foreign nations.
(14) Arrang: with the departments and agencies
for the assignment or exchange within the Intelli-
gence Community of such experienced and qualified
personnel as may be of advantage for advisory,
operational or ot_`-,er purposes.
(15) Facilitate the coordinated development
of compatible referencing, systems within the
departments and agencies engaged in foreign intelli-
gence activities and arrange for toe use of' desig-
nated facilities as a service of common concern as
appropriate.
(IG) Provide for s wires o co :Imon concern
in areas of intelligence activity to serve the
interests of the individual departments and agencies
including but not limited to a national photographic
interpretation center, the monitoring of foreign
media broadcasts and exploitation of foreign
publications requir'i.n translation, the conduct of
the US defector program, and the conduct within
the United States of those overt a.nd clandestin
activities (as delineated in paragraph 9b) which
are required to respond to foreign intelligence
needs.
