COMMITTEE ON FOREIGN INTELLIGENCE
DIRECTIVE NO.
1. PURPOSE
The purpose of this Directive is to establish policy for non-member
participation in CFI deliberations.
II. POLICY
Committee deliberations shall be restricted to statutory members and
designated staff with the following exceptions:
Pursuant to CFID No. , program managers shall be invited
to participate in discussions of programs, resource require-
ments, and issues; ?
Appropriate officials of departments/agencies may be invited
to discuss selected policy and substantive matters which
impact their areas of concern and responsibility:

SUBJECT: Issuance of Committee on Foreign Intelligence Directives
and Memoranda
1. Pursuant to the responsibilities assigned to the
Committee on Foreign Intelligence in Executive Order 11905,
"United States Foreign Intelligence Activities," dated 18 February
1976, provision is hereby established for the' promulgation of
Committee on Foreign Intelligence Directives (CFIDs) and Committee
on Foreign Intelligence Memoranda (CFIM).
2. CFIDs and CFIMs will be issued in separate numerical
series, chronologically by date of issue.
3. The CFID or CFIM number will not be related to subject
matter categories.
