REFERENCE Memo dated 26 May 1976, to CFI Members and Program
Managers from D/DCI/IC, subject: FY 1978 Intelligence
Program Review
1. Referenced memorandum outlines a detailed, schedule for CFI review
of the National Foreign Intelligence Program. As indicated therein, you are
requested to present to the CFI your program recommendations, along with
a description of any iuajor issues you foresee arising in connection with
your program.
2. As an aid in preparing for these reviews, please provide the
following:
a. A general description and overview of your program
plans, highlighting any major issues you foresee during the
FY 197871981 time frame, by 28 June; and
b. Attendance by your designated representative at a
meeting on 1 July, chaired by D/OPBD/IC, to select issues for
CFI consideration.
3. In this connection, I am providing a brief outline (attached) which
describes the general thrust and scope of the presentations desired for CFI
review. I hope this will be helpful in preparing for these reviews.
4. I recognize that these requirements may place an additional burden
on you and may be somewhat out of phase with your normal internal management
review process. We have attempted to minimize additional requirements;
however, to ensure that the CFI review process is productive, certain dis-
ruptions are unavoidable, particularly during this first year. Thus, your
support and cooperation will be appreciated.
