THE SESSION IS ESSENTIALLY INFORMATIONAL, ALTHOUGH PRELIMINARY GUIDANCE IS NEEDED ON: BEFORE.WE GET INTO THE BRIEFING, I WOULD LIKE TO TAKE A MINUTE TO ADD MY CONCERNS TO THOSE EXPRESSED BY MR. PLUMMER IN HIS REPORT ON THE OVERALL FUNDING REQUIREMENTS FOR FY 1978. INCREASE OVER OUR FY 1977 PROGRAM. I THINK IT FAIRLY OBVIOUS WE ARE NOT GOING TO BE ABLE TO ACCOMMODATE ALL OF OUR REQUIREMENTS. THUS, WE ARE GOING TO HAVE TO TAKE A VERY HARD LOOK AT TOTAL PROGRAM REQUIREMENTS IN TERMS OF THEIR RELATIVE PRIORITY. WE MIGHT ASK THE IC STAFF TO TAKE A LOOK AT WHAT COULD BE DONE ALONG THESE LINES. It is designed to supplement, not replace, the more detailed and descriptive DNRO Report. It is organized as follows: ? A financial overview which provides trends and which places the NRP in overall NFIP perspective; ? A section containing four summary papers concerning items on which the CFI is asked to take action; e A section of summary papers providing background on imaging systems and?SIGINT systems briefings to be presented. ? The intent of the 4 May CFI meeting is to provide an introductory review and status report on the NRP. -- No new major decisions are required. -- Informational briefings will be presented on all the major programs and activities. -- The DNRO will seek CFI concurrence on two matters: t TWW S . Figure 2 shows the NRP as a part of the total NFIP in program year dollars. o Figure 3 shows the NRP and the NFIP in constant year (1972) dollars. ca Both the NRP and the NFIP show a declining trend in real buying power through FY77. eo The NFIP continues to decline through FY81. 25X1 o The NRP Baseline Program remains about constant through FY81. cost increase in the FY78 NRP budget must be dealt with in the July-November period. The CFI must determine how to handle the cost growth in the NRP within the context of a declining NFIP. The CFI could: eo Allow the NFIP total to increase to accommodate both inflation and program growth in the NRP and other NFIP programs. ee Absorb NRP increases through cuts in other NFIP programs. oo Cancel some already approved NRP initiatives. The Committee on Foreign Intelligence (CFI) has concluded that continuing fiscal pressures make it imperative Approved Fo 25X1 for the Intelligence Community to develop a broadly.coor- dinated plan for National Reconnaissance Program (NRP) imaging systems which will provide an acceptable flow of intelligence information at minimum cost. The plan must be justified in terms appropriate to Congressional review. Work on Rpyp ra1 asnnnt-s of this plan is already underway. 2. The purpose of the evaluations is to provide data upon which the D/NRO can base his program recommendations and upon which the CFI can base its decisions. The required data should include a Community assessment based upon the cost, performance, intelligence value, utility, and risk of alternative system mixes in the context of validated require- ments and justifiable intelligence needs. The Intelligence Community Staff (ICS) will take the lead in coordinating and organizing Community efforts to provide the necessary data. In order to minimize the resources expended on this effort and to avoid large ad hoc study structures, the ICS will identify and coordinate: the required tasks in accordance with existing organizational responsibilities; the required interactions between tasks; and the scheduled milestones which must be achieved. The constraints of the annual budget process and CFI supporting preparations will dictate certain specific milestones and intermediate products. 4. The Deputy for the Intelligence Community (D/DCI/IC) is developing a plan for the conduct of this assessment in coordination with the Staffs of the other CFI principals, and the NRO. This plan was reviewed and approved by the CFI at its 4 May 1976 meeting. During the coming months, the Intelligence Community Staff will consolidate the assessment outputs for CFI review; provide overall coordination and oversight; and ensure that interested segments of the Government, both internal and external to the Intelligence Community, are kept properly informed of the assessment's scope gress. The D/DCI/IC has designated of his Staff as the responsible officer for this effort. 25X1 5. This assessment is to be completed in time to be used by the D/NRO in final formulation of his recommended program and for presentation to the CFI in the Fall of 1977. The assessment should be structured to provide status reports and additional support to intervening CFI meetings concerning the NRP at such other times as appropriate. Thus, the importance of providing accurate, valid, coordinated data to support these decisions cannot be overstated.
