The DCI has asked that I respond to your letter of May 12, 1975, in which you highlight the need to establish. a focal point for coordination of intelligence community satellite communication requirements with the Director, Defense Telecommunications and Command and Control Systems (DTACCS). The suggestion is timely. I am aware of Tom Reed's concern over the increasing-number and variety of such requirements, which could absorb a sizeable portion of the capacity of the Defense Satellite Communications Systems (DSCS) in both normal and crisis type situations. The DCI concurs in your proposal that Al Albrecht serve as the action point of contact between the intelligence community and DTACCS. I would appreciate Mr. Albrecht's keeping the Chairman of the IHC/USIB directly informed where there are matters of which this office in its USIB role can be helpful. I am advised that the IRAC R&D Council has expressed concern-over the prospect of burgeoning community communications requirements. At an appropriate time, I suggest that Mr. Albrecht may wish to report to the Council on his support to you and the DCI in these matters.
