1. I have reviewed your memorandum of 27 March and I
am making a reply to a similar memorandum from Adm.. Rectanus
of 14 March which relates to a specific article in the NIB as well
as the bibliographic problem.
2. I believe that it would be premature to table this at
USIB at this time, but would prefer to have the Information
Handling Committee of the USIB take a look at the problem,
review the ASD(I) study and make some recommendations as
to what approach might be feasible. This subject is obviously
critical to good management, but still must be considered
along with other very pressing matters such as imagery
transmission and handling.
