MEMORANDUM FOR: Chairman, United States Intelligence Board
SUBJECT: Proposed Review of DCID No. 1/7
and Related Papers
1. During the past few months DIA, CIA and NSA have made
recommendations for amendments to DCID 1/7 and the USIB Policy
on Release of Intelligence to Contractors (USIB-D-39. 5/19). This
latter document was modified in September 1967 by a Memorandum
for Holders. DCID 1/7 has not been amended since the last revision
in February 1967.
2. Rather than proceed with recommendations for a number
of ad hoc amendments to DCID 1/7 and USIB-D-39. 5/19, it is
believed that a full review of these two documents, and any others
which may apply, should be undertaken at this time in order to
incorporate all desirable changes in a revision of DCID 1/7.
3. It is recommended that the Chairman of the Security Com-
mittee and the Chairman of the Information Handling Committee, with
the assistance of appropriate USIB committees and agencies, be
tasked to conduct an over-all review of all USIB-approved directives
concerned with controls of dissemination and use of intelligence and
intelligence information in order to recommend to USIB such changes
as may appear to be desirable.
