Remarks :
The attached memorandum from the Chairmen
of the IHC and Security Committees proposes that
they, with the assistance of appropriate USIB
committees and agencies, be tasked to conduct
an over-all review of all USIB-approved directives
concerned with controls of dissemination and use
of intelligence and intelligence information in
order to recommend to USIB such changes as may
appear to be desirable.
T believe that
this review will be a fairly long and complicated
task and that recommendations for USIB considera-
tion probably would not be ready for some time..
If you approve, I propose to circulate this
memorandum to the Board members for their
information and for any comments or suggestions
which they may have regarding the proposed
review.
