MEMORANDUM FOR: Deputy Director for. Intelligence
SUBJECT : Plan for Terminating the NIS Program
1. All contributions scheduled to reach NISD after 1 January 1974
are to be dropped from the Program.
2. The pipeline is to be emptied and publication cease by
1 April 1974.
3. OBGI contracts for FY 74 will be rewritten as terminal
contracts ending I January 1974. Production scheduling by the
contractors will be in accordance with 1 and 2 above.

5. The production schedule is to be changed as indicated in
Tab A., subject to NIS Committee approval. Be -hveen l July 1973
and 1 April 197'-1, approximately 16 General Surveys will be
published.

6. The Factbook (both editions) will continue to be published
as scheduled. Responsibility for production will be assigned to
Geography Division after publication of the January 1974 editions.
7. Biographic profiles and professional assessments will
be prepared for all of NISD personnel remaining after 30 June 1973.
The Director, OBGI, will develop a bank of job leads and seek to
place as many as possible'in appropriate jobs elsewhere in
the Agency.
8. A plan for servicing and distributing the remaining stocks
of the NIS and for disposing of the NIS records and files will be
completed by 1 April 1974. Responsibility for developing and
implementing the plan is assigned to Chief,
NISD. Implementation of the plan will be accomplished by
1 July 1974 and will be the primary function of the 10 people
remaining on the rolls after 1 April. On 1 July they will
all self -destruct.
