Intelligence Board SUBJECT Request for Release of NIS REFERENCE USIB-D-51.3/16, 3 January 1964 1. The NIS Committee recommends that the United States Intelligence Board approve changes to the referenced document as indicated in Attachment A, in order (1) to provide for the physical release by the Department of State of selected NIS economic units to the Economic Directorate of the NATO Inter- national Staff and (2) to reflect the current system of release of 25 2. In Attachment B the Department of State establishes a "need to know" for the Economic Directorate and considers that the recommended action would be to the net advantage of the United States. The Department of State further indicates that the Economic Directorate relies heavily on economic inputs from the U. S. Intelli- genc e Community. 25 ``./ JAMES A. International Military Staff of the NATO Military Committee, and the International Staffs of SACEUR and SACLANT and their Sub- ordinate Commands NIS units, through TOP SECRET, on the U.S.S.R. , .5e ri.& ak&l.I tes, East European Communist States, and Ocean Areas, and NIS Sections 23 (Weather and Climate), not listed on Tab A may be made available to the NATO International Military Staffs and the International Staffs of SACEUR and SACLANT and their subordinate commands on a need-to-know basis as deter- mined by SACEUR and SACLANT. The originating agency will be responsible for notifying the NIS Committee of NIS units approved for release. Dissemination of the above NIS units is strictly controlled pursuant to provisions of NSCID No. 1, DCID No. 1/7, "Controls for Dissemination and Use of Intelligence and Intelligence Information", and the document, "Criteria and Conditions Governing the Release of Intelligence to Foreign Governments", (Tab C, IAC-D-115/1, dated 8 April 1958, as approved IAC-D-115/2), effective 11 June 1958. 3. Selected Foreign Intelligence Services NIS units, through TOP SECRET, on the U. S. S.
