1. At its 23 December meeting, the United States Intelligence
Board (USIB) concurred in the draft Director of Central Intelligence
Directive (DCID) No. 1/12 on the subject in the Attachment to USIB-D-
5. 2/1, subject to the changes and understanding reflected in the
Attachment to the Memorandum for Holders of USIB-D-5.2/1.
2. The USIB also agreed that the Audio Countermeasures
Subcommittee should be chaired by the State Department Representative
and that the Countermeasures Research and Development Subcommittee
be chaired by the Central Intelligence Agency Representative.
3. Accordingly,. the attached DCID No. 1/ 12 as approved by
the USIB, is circulated herewith for information and guidance of all
concerned, pending later dissemination of a printed version.
