FOR THE RECORD SUBJECT: New Request for Membership on the TSCC 1. This morning I had a telephone call from Mr. Edward Conroy, Chief of the Internal Security Division of the Bureau of Internal Revenue, telephone 184-4701. Conroy was calling because he had heard of the TSCC. He went on to say that having become aware of our existence, he had talked to a number of individuals who knew of our activities and as a result he felt that it would be highly appropriate if his shop could be represented on the committee. 2. Conroy recited quite a long list of reasons why he thought that this would be a good idea. These ranged from their need of protecting their own offices against penetration by technically oriented criminals to their occasional use of positive audio surveillance to develop evidence in cases on which they were interested. 3. 1 explained to Conroy that the TSCC was a committee established by USIB with responsibilities in the intelligence field, and that membership was therefore limited to agencies represented on USIB. Conroy knew that a Secret Service observer attended.TSCC meetings, so I explained that this had been permitted in view of the Secret Service's responsibilities for presidential security. 4. 1 suggested to Conroy that his requirements could well be satisfied if he maintained liaison on a working level with . State and CIA.
