Mr. Paul J. McNichol, Assistant Director (Security) of USIA, has requested that they be represented on both of the TSCC's subcommittees in view of USIA's "sensitivity..... from the view point of the national defense protection, " their desire to prevent technical penetration of their premises. and the fact that $50, 000 has just been allocated for equipment for domestic technical security activity. 2. 1 will be meeting Thursday morning with Mr. McNichol and Mr. G. Marvin Gentile. Deputy Assistant Secretary for Security, Department of State, to discuss this request. Mr. Gentile tells me that his shop provides protection to all USIA's overseas premises, that the equipment they will be buying with the $50, 000 will be used domestically and is already being selected with the assistance of the State Department's technicians, that he feels the request was made for stature purposes only and that he does not believe that USIA would gain much through participation in the TSCC subcommittees. 3. The TSCC and its two subcommittees have now reached a critical size and it is my strong feeling that USIA's request should be denied for the same reasons NASA and the Department of Transportation Approved For Release 2006/01/03 : CIA-RDP79M00062A0013000300 2- ;'gratiin; sari ciassiiicaa4 Approved .eiease 2006/01 r~IARDP79M00iA001300030032-9 Subject: USIA Request to Participate in the TSCC's Subcommittees to them are on the agenda.-/ including an invitation to attend meetings when matters of interest were turned down. TSCC is, after all, a committee of USIB and its main function is to promote the free exchange within the intelligence community of sensitive information on U.S. and foreign government activities. Adding representatives from outside the community would inevitably inhibit this interchange and restrict the range of topics brought to the table for discussion. 4. USIA has a legitimate interest in security, as do many other agencies, and the way to help them is to do so on a working level, not at a USIB committee. I propose to offer full cooperation to USIA ey wou a urge to continue liaison with the Office of Security in both State and CIA. Any benefits flowing from the TSCC would be made available to them. Example: they were invited to and attended the recent TSCC exhibition of audio countermeasures equipment being developed by the community. 5. Rather than bother you, I had intended to work this out at a low level at the meeting on Thursday.
