Member- ship on USIB committees such as the Technical Surveillance Countermeasures Committee is limited in turn to representative.e of USIB principals. I continue to believe that the Committee is close to being too large for most effective functioning. In light of your feelings, however, I will instruct the Chairman of the Technical Surveillance Countermeasures Committee to accept an additional observer from the Secret Service at its meetings. Certainly to the extent that the Secret Service h a a responsibility for contributing to this over-all program, t shares an interest in the TSCC. I understood that it was with tbi in mind that Mr. Marvin ; atson in 1965 designated a member of hi staff to attend committee meetings and nominated Secret Service rep esentatives to attend meetings of both subcommittees. It is basic~ily in these subcommittees that the technical information which I believe relevant to your mission of the parent committee and each of its subcommittees. I'm sure you will agree that a committee's ffectiveness decreases as it becomes too large. The TSCC is cl se to this point now.
