Page 41, line 7: Insert the words "and production" between "collection" and "managers." Reason: The guidance provided in DCID 1/2 and the KIQ's is intended to assist all activity managers in developing their pro- grams, not just collectors. The KIQ's, for example, generate KIQ strategy reports which pertain to all sorts of activities. Also, while the focus of DCID 1/2 may be largely on collectors, it is by no means exclusively for their use. Page 44, lines 1-3: Revise the first sentence at the top of the page to read, ". . . requirements and priorities mechanism for guidance in implementing SIGINT operations." Reason: The statement as it appears is not a correct reflec- tion of NSCID 6. The DCI cannot possibly know what tactical priorities are (i.e.; which local requirements are more important than other local requirements from the point of view of the tactical commander). Nor need he be concerned with these. The DCI should establish the national priorities (through DCID 1/2) and rely upon the various collegial processes of the systems-related collection mechanisms to integrate national, departmental and tactical require- ments into their tasking plans. This is done in the "political" give-and-take of the collection committees, in systems managers' operations centers and occasionally (in the case of HUMINT) by field collection activities themselves. Approved For Release 2005/06/08 RDP79M00_05 A 000-9060-030008 -2 Approved For lease 2005/06/08 179M00095 00200030008-2 Pages 50-54: The section on "Requirements, Planning, Programming and Budgeting Intelligence for the Future" makes no reference to the Intelligence Community Planning System established by D/DCI/IC memorandum of 25 August 1976 and expected to be reaffirmed shortly in DCID 1/12. At an ap- propriate place--perhaps at the bottom of page 51--I recommend adding the following: "Under the concept of the current Intelligence Community Planning System the DCI issues broad guidance of a substantive nature to support the CFI (PRC) program resource guidance. The DCI's guidance consists principally of projections of worldwide trends and a forecast of the intelligence environment for the program period. Also, a pro- jection of anticipated changes to current require- ments and priorities and an assessment of the impact of projected circumstances on intelligence activities are provided. This guidance is published in the form of annual DCI Perspectives for Planning and Program- ming." Page 53, line 10: Recommend deletion of the word "collection." Reason: Same as page 41, line 7.
