1. Attached is a memorandum from the Acting Chief of the
Foreign Intelligence Staff of the Clandestine Services on the
same subject.
2. It is our understanding that due to intra- and inter-agency
activities currently underway as a result of the President's memorandum
of 21 December 1970 on Disclosures of Classified Information and
subsequent events, the requested action is more properly the purview
of the Security Committee.
3. We are therefore forwarding the attached memorandum for
your consideration. We would appreciate being apprised of any
response from your office to the Foreign Intelligence Staff on
this matter.
