Approved For Release 2004/01/16 : CIA-RDP79M00096A00Q Q0080003-5 11 August 1971 MEMORANDUM FOR: Chairman of the Intelligence Information Handling Committee REFERENCE: Director of Security Memorandum, dtd 28 July 1971, to Executive Director-Comptroller 1. In accordance with paragraph 5 of referent memorandum, the FI Staff/DDP has examined the USIB policy paper governing information release to contractors (USIB- D-71.8/2, 2 April 1970). Our findings are that: a. USIB policy on the release of classi- fied information to private individuals and organizations (contractors and consultants) pro- vides adequate safeguards for the protection of classified information. b. The responsibility for insuring that information is released to individuals and organizations pursuant to the USIB policy rests with the sponsoring member organization of USIB. 2. In order to determine whether current procedures followed by sponsoring organizations might need adjustment in the light of current circumstances, we recommend that the Information Handling Committee request member agencies: a. To provide the Committee statistical in- formation on (1) number of contractors receiving classified information. (2) the number of classified re- ports made available to individuals and organizations. To review their own procedures and those of their contractors/consultants to insure compliance with paras 1 c through 1 h of the attachment to USIB-D-.71.8/2 and to report to the I. H. C their. findings. 3. The Committee's evaluation of statistical and procedural information submitted by USIB member agencies should pro.vide a basis for determining what, if any ad- justments may be desirable in the application of the established US.IB policy.
