November 12th that a member of your staff participate
as an associate on the Intelligence Information
Handling Committee (IHC). Your selection of Mr.
Norman Solat is entirely satisfactory to me. His
familiarity with COINS and IDHS matters should
benefit our joint interest in making progress in
these areas.

The discussions of COINS and related information handling
systems at the last IRAC made very clear the point that cooperation
between our staffs is a key to progress in this area. In the execution
of his duties in monitoring COINS and IDHS for me, Mr. Norman
Solat of my staff has established an excellent working relationship
STAT with our acting chairman of the USIB Intelligence
Informa ion Handling ommittee (IHC).
In the light of the specialized and technical nature of the IHC,
and since issues of mutual interest on information handling derive
from that committee and are directly associated with COINS, I
believe it is timely to name Mr. Solat as an associate on the IHC.
I would appreciate your giving this some thought.
