le Paragraph 3 of Reference (e) directed that the COINS
Project Manager and I; as Chairman; IUC, determine the in.plica.-
tions of paragraph 4 of Reference (b) in which the DCI is asked
by DIRNSA to ident.tj one file from each participant for use in
COINS. A brief review indicates that neither time nor resources
are available to build new community-oriented files for use during
the COINS Test and Analysis period now scheduled to begin 1 April 1969.
2. Paragraph 7 of Reference (c) indicates that the COINS
Project Manager work closely with a subcommittee of the IHC on
plans for a follow-on system to COINS. Since the proposal to
identify the subject matter of community-oriented files logically
falls in the context of a follow-oin. COINS system, I suggest that
this is a matter for immediate diseussiop between COINS Project
Manager and the System Design and Development Subcommittee (SD&DS)
of IHC. Action will be taken to get, these discussions underway,
