1. At the Board meeting on 11 April (reference a. ), the Director
of Central Intelligence with the concurrence of the USIB approved the
attached memorandum as a statement on the general arrangements
under which the COINS experiment will be conducted.
2. Mr. Helms also advised the Board that he would include this
statement as a part of his response to NSAM 368, as previously
discussed with USIB at its 4 April meeting (references b. and c.
3. Accordingly, the attached memorandum is circulated here-
with for appropriate action by all concerned.
