I appreciate your efforts to tone dawn the bard-sell contained in the informal proposal. At first when 4iacusaing the idea with I was reluctant to have the working paper submitted to the IHC for the reasons you mentioned. I believe that the Phase "0" study effort is a necessary prerequisite to formulating smy position, official or otherwise. Fortunately, we are now reed to initiate the necessary ARP and his p who will work with defining the applications and payoffs if such a network were, in fact, a reality. Their efforts mot succeed, however, without the enthusiastic support of CIA executives. Here, your assistance would be greatly appreciated. I will be out of the office during August I-24.
