The Pentagon
At the IHC meeting this morning your experimental
research facility draft proposal was discussed and considerable
interest was shown in it. I was careful to explain that it was
indeed an informal tentative draft proposal which you had floated
for the purpose of getting initial reactions.
There were, as you would expect, a number of
questions and problems raised and a number of reservations
expressed. I hope we can capture these either in the minutes
of the meeting, or on a separate piece of paper for you. It
was the consensus that we would be interested in seeing phase
zero undertaken in order that a more definitive expression of
the proposal might be obtained. This will also give us a chance
to look at the six studies being conducted by the COINS management
office which would be helpful in understanding the problems which
we have to face.
STAT
The primary concern of those engaged in the discussion
was with the development of a meaningful data base which would be
useful to all members of the community. As you know we have not
been able to reach any agreement on this and our work in this area
to date has been much more along the lines of bilateral arrangements.
I would anticipate that a lot of the work in phase zero would have to
be directed to this community data base problem.
