SUBJJCT:. Talking Paper on CIRIS in connection with DCIIs Discussions with
Defense Blue Ribbon Panel
1. CIR1:S is being developed to identify the resources and functional
interrelationships among:
(a) The Organizational Components in the intelligence business.
(b) The intelligence Functions and Activities carried out by these
organizational component,-,.
(c) The Targets or Objectives against which these activities are
directed.
2. These interrelationships between organizations, functions and targets
are expressed in terms of dollar; and manpower programmed by fiscal years.
The language used to account'for resources is the financial accounting voca-
bulary prescribed for all of DoD by the ASD (Comptroller). While the CIA and
State Department accounting terminology is slightly different, these dif-
ferences are not important for CIRIS purposes and accordingly those two
organizations translate their resource information into DoD financial language.
3. CIRIS is a developmorital project. It is being built to provide data
for the entire span of years encompassed by the DoD Five Year Defense Plan.
State and CIA can provide data for this same period. In terms of detail,
the focus is on highlighting resources as proposed for the years for which
the Defense and CIA program reviews are conducted. That is, now in the
spring of 1970, DoD and CIA are assembling data for reviews to take place
this summer and fall on the program adjustments for FY-71 and on the pro-
posed budget for FY-72. Out-year data,.in less detail, is also included.
4. The principal uses anticipated for CIRIS data are in support of Mr.
Froehlke's review of the Consolidated Defense Intelligence Program (CDIP)
and in support of the issue studies being undertaken by the National Intel-
ligence Resources Board (NIRB). A community-wide intelligence resources
data base can provide authoritative figures and a common frame of reference
and thus serve as a starting point for the analysis of individual problems.
This can help policy-makers and program managers get to the substance of the
issue and avoid being bogged down on the preliminaries as to whose figures
are authoritative and how should they be interpreted.
5. CIRIS, therefore, is designed to show what resources are programmed
on particular activities and targets. It does not provide any qualitative
measurement of the effectiveness of those efforts. Qualitative measurements
of results must be tailored specifically to the unique factors of each problem
as part of the in-depth analysis of the issue being studied.

6. Because-the CIRIS contains detailed information about all forms of
intelligence activity, it is extremely sensitive. The DCI has determined
that the development and testing of the CIRIS system should be conducted
under physical security provided directly by the DCI. This effort, now
entering its third year of development and its first real year of operational
application, is managed through the interagencyCIRIS Committee, which
includes participants from DoD, State, BoB and with a DCI representative
as Chairman. The DoD representation comes from Mr. Froehlke's staff.
7? The CIRIS is supported by a computer program and facilities provided
by th DCI. We are currently discussing with Mr. Froehlke means to extend
the capability and sophistication of the computer support in order to make
CIRIS a more versatile and useful mechanism in connection with CDIP review
next year, in CY 1971.
8. The programs that are now included in the CIRIS are as follows:
(a) The CIA Program
(b) The State/INR Program

(c) The Consolidated Defense Intelligence Program (CDIP), which
includes:
(1) The General Defense Intelligence Program (GDIP), managed
by D/DIA
(2) The Combined Cryptoloic Program (CCP), managed by
D/1 SA
(3) Thel am
(d) A number of DoD intelligence activities are not designated by
ASD (Comptroller) to fall within any of the foregoing programs. These
are, however, by Mr. Froehlke's action, included in the CDIP totals.
(e) In DoD, the CIRIS at present does not contain most of the so-
called "tactical" intelligence activities that are conducted under the
U&S Commands or lower echelon commands. Also, the CIRIS does not now
contain some R&D projects accounted for in DDR&E which provide support
to intelligence activities.

9. Within each of the foregoing- major programs, the organizational
components identified in CIRIS consist of units, activities, projects,
stations, major headquarters subdivisions, or comparable components that
can be related to the existing structure of agencies, departments or connnands.
The resources pertaining to each of these "Reporting Entities" are being
separately identified in CIRIS.-
10. The Reporting Entities are categorized. in terms of the functions
and activities they perform.
(a) Initially, the Reporting Entities are grouped under their
major missions, which are as follows:
Positive Intelligence Program
Counterintelligence Program
Mapping, Charting & Geodesy Program
Multi-Program Support
(b) Within each of these major categories, the Reporting Entities
_--__---are---further- -classified by the functions they-perform. For example,
most intelligence resources are in-Positive Intelligence, which is
._.subdivided as follows:
Collection function
Processing function
Production function
Multi-Function Support
(c) In turn, the Collection, Processing and Production functional.
resources are further subdivided, or categorized, to distinguish between
(in the case of Collection) Collection Operations, R&D to assist Collec-
tion, or Close Support for Collection.
(d) Collection and Processing are further classified to show the
methods or sensors employed. These are:

11. The taxonomy for target also has been developed in a depth comparable
to the descriptors devised for the functions and activities. The first target
break is by geography (see attached map). Within each geographic target
--country or area, there is a further break according to subjects. This dis-
tinguishes among Political, Economic, Scientific, Military, Geographic. In
the USSR and Communist China targets, the. Military subject is further su'b-
divided to identify such targets as ICTIA, AIN, Ground Forces, Atomic Energy,
BW/CW, etc.
12. Our computer programming is being arranged so that we can proceed
considerably further with specific targeting than we have achieved to date.
We do not want to call for information that we cannot use, and as we gain a
more detailed understanding of the technical characteristics of our intel-
ligence operations and of the most meaningful target terminology we are
expanding our vocabulary. Ile are being careful to avoid forcing language
into our system that does not appropriately describe the great variety of
different activities and targets of intelligence. This is one reason why
CIRIS is still in a developmental stage. However, as our tests demonstrate
the validity of our lexicon and taxonomy, we are building a capability to
recover data;-to-interrelate it -arid to display it to. answer a great variety
of questions that affect policy and operating management of intelligence.
13. Resource projections in dollars and manpower are called for to be
assigned to each subdivision of our taxonomy which each Reporting Entity
uses to describe itself. Our shred-outs and displays of resources are
being designed to answer such questions as:

14. The NIRB is the "custodian" of CIRIS, and its members guide And
monitor this developmental project. It is now entering a stage of controlled
use. It has considerable potential.
