2. Attached is the requested input for the Education and
Training Annex to the Fifth Annual Report (AR-5) of the
IHC.
3. Separate identification of user and system personnel in
training in the various courses cannot be accomplished.
Statistics of this nature are not recorded.
4. Since the criteria for awarding academic degrees differ
at the various universities, the detail requested in chart
4 for full time university students cannot be accomplished.
Course content in each university case is widely divergent,
therefore, an analysis to determine which of the chart 4
titles are applicable is not feasible.

Narrative Portion of the Air Force Submission for the
Education and Training Annex to the Fifth Annual
Report (AR-5) for FY 72
1. In accordance with the guidance contained in the attach-
ments to IHC-D-113.5/12, 21 June 1972, Information Science
Training Report, RCS: DIA-OA-T2, the following information is
provided:
a. Progress in Information Science Education Program -
Emphasizing Changes, (Air Force).
(1) The Armed Forces Air Intelligence Training Center
(AFAITC) provided training for 385 students in Information
Science. The AFAITC program provides the Intelligence Data
Handling System (IDHS) organization instruction for analysts,
programmers, and computer operators on the various data manage-
ment systems utilized in the IDHS community. During FY 72,
these systems included Modular Data Systems (MODS) (formerly
Small Scale Formatted File Systems), 1410 Mark III Formatted
File System, the 360 Formatted File System, and the DIA developed
Machine Independent Data Management System (MIDMS). Additionally,
courses for the intelligence analysts (users) are presented
to familiarize the analysts with the concepts and capabilities
of the various intelligence data handling systems.
(2) Twenty courses were offered at the site of the user
organization by the mobile training teams of AFAITC. A total
of 1123 students received instruction from the mobile training
team effort. Of this total 368 were for Air Force personnel.
(3) The utilization of "live" files from the field
units has significantly enhanced the course curriculum taught
at AFAITC. This concept of introducing the student to the
"real-life" environment immeasurably strengthens the student's
learning process.
(4) Intelligence students are provided an understanding
and working knowledge of computer concepts and capabilities
as applied to intelligence functions in the first four blocks
of instruction incorporated in the revised basic air intelli-
gence course. Classroom instruction and practicals are designed
to insure the students are completely familiar with ADP funda-
mentals, computer programming techniques and the various for-
matted file systems related to IDHS. Subsequent blocks of
instruction are integrated with automated data processing
applications to assist the student and insure each student
effectively utilizes and understands the automated techniques
learned in the earlier blocks of instruction to simulate the

b. Value of Information Science Training Received, (Air Force).
The training in Information Science given by AFAITC proved
invaluable to the Intelligence Data Handling System as well as to
Air Force Intelligence. The enhanced curriculum at AFAITC has
made this school an even more valuable asset to the Air Force.
The AFIT program has continued to supply the Air Force with
some extremely valuable personnel trained in Information Science.
In the extremely dynamic and complex field of Information, no
amount of experience can substitute for a basic and thorough
education.

c. Hiring of Experienced Personnel. The Air Force Intelligence
Data Handling System is basically run by the military. During
FY72, due to the austere economic conditions experienced, IDHS
activities were able to be extremely selective in hiring experienced
personnel at the grade scale authorized.

d. Education and Training Plans for FY 73.
(1) Proposed Training.
(a) During FY 73 the Air Force, through the Armed
Forces Air Intelligence Training Center, will continue to conduct
training for the DIA developed Machine Independent Data
Management System (MIDMS). AFAITC will offer three courses
to support this requirement:
MIDMS Concepts/Capabilities
24 hrs.
MIDMS Operations/Specifications
90 hrs.
MIDMS Teleprocessing
30 hrs.
Instruction for MIDMS will be presented at the site of the
user by the mobile training teams.
(b) The Armed Forces Air Intelligence Training
Center (AFAITC) will continue to provide Intelligence Data
Handling Systems (IDHS) training to officer and airmen in the
basic intelligence courses and to personnel in the DoD intelli-
gence community who have requested training from the AFAITC
Mobile Training Teams.
(2) Personnel Programmed for Information Science
Training.
(a) AFAITC has, 537 Air Force, 354 Navy, 562 Army
and 7 Air Force Reserve personnel scheduled for Air Intelligence
training in FY 73. This includes a substantial amount of training
in Information Sciences. In addition to this approximately 400
Air Force students will be trained in current IDHS data management
systems. Projected training requirement reflect a increase of
127 personnel scheduled for FY 73.
(b) The graduate level full time college program
for Air Force Intelligence personnel will train 8 Air Force
officer personnel in FY 73.
(c) No records are kept of part-time University
programs; therefore, no estimates of the number of students
programmed is available.
(3) Budget Estimate for FY 73 Information Science
Training.
(a) AFAITC Information Science Training $1,142,000.*
*This budget supports IDHS training for the entire DoD.
