MEMORANDUM FOR CHIEF, COORDINATION STAFF, ICS
The individual committees of USIB as well as the USIB committee
structure have been extensively reviewed during the past two or three
years. The result has been a striking number of changes as reflected
in the following list, which describes very briefly. the evaluation. of the_
USIB committee structure since mid-1974.
Committee on Exchanges (COMEX) was established 9 May 1975
following extensive consideration by USIB of two major studies on this
subject.
Committee on Imagery Requirements and Exploitation (COMIREX)
remains essentially unchanged.
Critical Collection Problems Committee (CCPC) -- the continued
existence of the CCPC is currently under review since,for the most part,
its functions have been taken over by the National Intelligence Officers.
Economic Intelligence Committee (EIC) - has been a catalyst in the
current expanded effort in the field of economic intelligence.
The Human Resources Committee (HRC) - is a relatively new
committee which was established on a trial basis in January 1973 and
as a permanent committee in June 1974. Its duties and responsibilities
have been greatly expanded since that time; it assumed the functions of
the Interagency Clandestine Collection Priorities Committee (IPC).

Intelligence Information Handling Committee (IH C) --essentially
unchanged.
Joint Atomic Energy Intelligence Committee (JAEIC) - essentially
unchanged.
The Scientific and Technical Intelligence Committee (STIC) is a
successor committee to the Scientific Intelligence Committee.
It is to concentrate exclusively on S&T intelligence and is no longer involved
in weapons' intelligence.
Security Committee was given new responsibilities and a'much
broader charter and a full-time chairman . when a new DCID was approved
in 1974. It absorbed the functions of the old Technical Surveillance
Countermeasures Committee.
The SIGINT Committee - following a major review of the SIGINT
Committee by Special Ad Hoc Group the committee was provided with a
new DCID, broader responsibilities and additional staff support.

Weapon and Space Systems Intelligence Committee (WSSIC) - is a
new committee established in January 1976. It has absorbed all the weapons'
intelligence responsibilities of the old Scientific Intelligence Committee
and is now responsible for coordinating all requirements and intelligence
community production for foreign weapons and space systems.
Special Ad Hoc Committee is essentially unchanged.
Committees which are no longer in being and whose functions have been
assumed by the above active committees or other elements of the Intelligence
Community.
Guided Missile and Astronautics Intelligence Committee (GMAIC) was
subsumed within the Weapon and Space Systems Intelligence Committee
(W SSI C) structure.
Interagency Clandestine Collection Priorities Committee (IPC) was
taken over by the Human Resources Committee.
National Intelligence Survey Committee was disbanded 30 June 1974.
Technical Surveillance Countermeasures Committee has become a
subcommittee of the Security Committee.

Scientific Intelligence Committee responsibilities were changed and
evolved into the Scientific and Technical Intelligence Committee- as of
January 1976.
Watch Committee was disestablished 3 March 1975 and its new and
broader functions were assumed by the Special Assistant to the DCI for
Strategic Warning and his staff located in the Pentagon.

The changes outlined above reflect a relatively dynamic bureaucratic
structure which has demonstrated considerable flexibility in providing
support to the USIB and the DCI.

d. Daily IC staff meetings now have representatives of
the three major collection committees (COMIREX, SIGINT, Human
Resources Committee) at the table every day. Also present are the
Chairmen of the Security Committee and the Intelligence Information
Handling Committee.
e. Several key Committee Chairmen have been drawn from
outside CIA, i. e. , the SIGINT Committee, the Human Resources
Committee, the Security Committee and the IHC.
Further changes in the USIB Committee structure are
anticipated. Community participation in these functions is essential and it is
highly doubtful that a major overhaul of the structure is warranted unless
executive and/or legislative action makes major changes in the role
and responsibilities of the DCI and the Intelligence Community. At that
time, a major new look may well be required to determine where, how,
and for whom the current responsibilities of the USIB Committees should
be handled.
