Deputy to the DCI for the Intelligence Community 813Jx,CT Proposed DCID 1/3 1. 1 have no major problems with the proposed DCID. However, I have two comments that you may wish to consider. They are: a. Paragraph 2a notes that representatives of the Army. Navy and Air Force may be given membership with the concurrence of the Direct of D.I.A. I believe it is necessary that the military services be represented on GAMIC. The services have the analytic personnel devoted to technical intelligence on the missile and space problem. I would hate to see the day when the Director of DIA did not wish to have the services represented. b. Paragraph 2b discusses subcommittees and ad hoc working groups. I believe it is a matter of semantics but GMAIC has traditionally been supported by standing Working Groups. These Working Groups serve GMAIC as some subcommittees serve the other USI3 committees. The Working Group chairmen have always been elected by the cozittee with the approval of the Chairman of GMAIC. This arrangement has been. quite satisfactory and I would prefer not to change it. 2. If CNIAIC can continue to oiler which ha3 been successful for a number o the proposed DCID, I concur in the Direc 25X1 to in the manner years under ive.
