MEMORANDUM FOR THE RECORD
SUBJECT : DDCI Meeting with USIB Committee Chairmen
1. At 1430 hours, 13 January 1969, Admiral Taylor held a meeting
with all USIB Committee Chairmen, except Dr. Chamberlain who was represented
by Chairman, SIC. Admiral Taylor explained that he was meeting
with them at the request of the DCI and not as CIA Member of USIB.
2. He stated that the USIB committee chairmen represented the staff
elements which made it possible for the Board to function. He complimented them
on the magnificent job being done by all of the committees. Admiral Taylor
explained, however, that with the new administration taking office the DCI wanted
the chairmen to give some thought,to certain factors involved in dealing with
activities outside of the intelligence community.
3. The DDCI said that he referred particularly to reports, studies, or
other papers in process in the committees which had not yet been reviewed and
approved by the USIB. Admiral Taylor noted that in some cases certain committees
were authorized to provide such data outside the intelligence community. He stated,
however, that the DCI wanted all committee chairmen to understand and so inform
their committees that reports, studies or other information having resource
implications or involving sensitive intelligence data developed under USIB committee
auspices are not to be disseminated outside the intelligence community unless so
authorized or approved by the DCI or USIB. Admiral Taylor said that this in-
struction was particularly concerned with information to be provided to the PFIAB
and the BoB. He commented that it is not fair to the USIB or the DCI if their
opinions were to be pre-empted outside the intelligence community before they have
been thoroughly discussed and have passed on such papers. The DDCI noted,
however, that there are certain exceptions to these instructions which are clearly
delineated in DCIDs and other documents.
4. Admiral Taylor stressed in particular that USIB committee chairmen
should be cognizant of existing instructions concerning the procedures for making
USIB documents or decisions available to the Bureau of the Budget and the
President' s Foreign_ Intelligence Advisory Board. Accordingly, Admiral Taylor
read excerpts from the USIB Minutes of 19 May 1966 and 28 November 1962, copies
of which were distributed by the Executive Secretary, USIB, at the meeting.
5. Admiral Taylor explained that there was no intention to inhibit normal
and sound arrangements which have been authorized. Therefore, he said that any
existing authorizations approved by the DCI or USIB regarding dissemination of
USIB Committee information outside the intelligence community remain in effect.

In addition he noted that dissemination within USIB member departments or
agencies is not affected by the DCI' s instructions in the above paragraph 3.
Admiral Taylor stressed that if divergent views are going to be aired outside the
community, they should be aired by the USIB member who has such views and not
through the committee. The DDCI requested that each USIB committee chairman
review all pertinent directives and procedures concerning this matter, and remind
the committee members to do their best to adhere to them. Admiral Taylor added
that in CIA there are instructions regarding relations with agencies outside the
intelligence community, especially the BoB, and these are going to be reviewed,
reinforced and enforced.
6. Admiral Taylor then turned to another feature which he requested
committee chairmen to bear in mind. He realized that each committee chairman
may have his own opinion and if it is divergent from his committee' s and he thinks
it important, he should address the DCI and let him know what his views are. Such
views should not be aired outside the intelligence community.
7. When I raised a question of inconsistency between the
existing CIA regulations and the DCI' s new instructions, especially regarding the
BoB, Admiral Taylor said that this matter would be corrected by Colonel White
in collaboration with John Clarke. I commented that one place in 25X1
particular where resource allocations were affected was ExComm and he suggested
that it might be time to change the attendance at its meetings. Admiral Taylor
agreed that this merited close scrutiny.
8. In conclusion, Admiral Taylor said that he would like to say a few
words since this might be the last time he would meet with the committee chairmen
as a group. He stated that having worked in and around the intelligence community
for many years he knew that the USIB committee chairmen and their committees
were really the principal source of strength to the USIB which could not function
without the basic knowledge they provided. He said that he was proud to have been
associated with the USIB structure and :its predecessor the USCIB. Admiral Taylor
felt that the committee chairmen should. also be proud of their major contribution
to the Board' s work.
