Following return of attached from Ii inquired
of egarding DIA recommendations on IB_ Com-
mittees' membership. He advised that Carroll memo had
been sent to DCI on 8 June. 25X1
After inquiring of_labout Carroll memo, it
was sent from O/DCI to D NIPE on 7 July. Bross sent to
me on 8 July asking what action should be taken. 25X1
After discussing with
3 steps:
I suggested
(1) Consulting Committee Chairmea as
planned by DCI.
(2) Working out changes in DCID 1/7 and 6/3
with DIA and Bannerman regarding 1/7 and NSA
regarding 6/3.
(3) Studying whether changes in phaseology
in DCID s by DIA would change meaning id whether
this woing exercise was worth the effort.
