SUBJECT: Designation of Chairman, Guided Missile and Astronautics
Intelligence Committee (GMAIC)

At the 30 May 1962 meeting of USIB, the Deputy Director, CIA,
requested comments relative to the designation of a new Chairman of
GMAIC. I wish to present DIA comment for consideration of the Board.
While the study of the mission of GMAIC by the Coordination Staff
requested by Major General Breitweiser at the 4 April 1962 USIB meeting
has not yet become available, I believe that it is the consensus of
USIB that the organizational and operational concepts, under which GMAIC
is functioning, have provided logical and satisfactory results.
The GMAIC is one of the most important committees of USIB, especially
from the standpoint of military intelligence production. Through frequent
meetings averaging1better than once a week and the activities of its
eight working groups, GMAIC has performed a vital service in coordinating
the analytical and other intelligence efforts of a number of diverse
technical intelligence centers. During the past two years an increasing
proportion of GMAIC's time has been devoted to the study of evidence
on deployment and production of guided missile systems. These studies
have included tactical and strategic, offensive and defensive, weapon
systems. The degree to which GMAIC has been able to cope with a rapidly
growing and constantly changing intelligence scene can be attributed in
large degree to the location of its offices in the Pentagon and to the
full time services of the Chairman and a Secretariat. The two Chairmen
to date have been provided by the military services and the Secretariat
has been furnished by CIA.
I believe the Chairmanship of GMAIC requires a full-time assignment
and I regard the matters within the purview of GMAIC to be of pre-eminent
interest to the military departments. DIA continues to support the
nomination of Colonel Clarence Harvey proposed to USIB on 2 April 1962.
Colonel Harvey's knowledge and experience, both technical and operational,
would, I believe, more nearly meet the continued requirements for the
effective functioning of this valuable committee.
