I talked with this morning and invited him
to make a nomination for the JAEIC chairmanship. I told him
that the Acting ChairmanL is the CIA nominee.
Danny referred the matter to who called to say that
DIA has no nominee now, He said that all in DIA were most
grateful to have the chance to nominate and hoped that they would
be invited to do so in the future.

I wish to nominate for your consideration Mr. Ray E. Chapman of ERDA to
be the Chairman of the Joint Atomic Energy Intelligence Committee (JAEIC).
Mr. Chapman is currently assigned as Deputy Director of the Division of
International Security Affairs.
While we recognize that Mr. Chapman is not an expert specifically in
nuclear weapon technology, he has an excellent understanding of nuclear
related technological, economic, security and political factors. Recent
events and developments such as the heightened interest in nuclear
proliferation have pointed up the expanded role of and need for broader
perspective by the JAEIC. Mr. Chapman's long professional experience
well qualifies him to bring such a perspective to the Chairmanship. I
have observed him to be an exceptionally able and innovative organizer
and a very capable administrator.
A career brief is enclosed to provide additional information on
Mr. Chapman's background.
