I told him that the Acting ChairmanL is the CIA nominee. Chapman of ERDA to be the Chairman of the Joint Atomic Energy Intelligence Committee (JAEIC). Mr. Chapman is currently assigned as Deputy Director of the Division of International Security Affairs. While we recognize that Mr. Chapman is not an expert specifically in nuclear weapon technology, he has an excellent understanding of nuclear related technological, economic, security and political factors. Recent events and developments such as the heightened interest in nuclear proliferation have pointed up the expanded role of and need for broader perspective by the JAEIC. Mr. Chapman's long professional experience well qualifies him to bring such a perspective to the Chairmanship. I have observed him to be an exceptionally able and innovative organizer and a very capable administrator. A career brief is enclosed to provide additional information on Mr. Chapman's background.
