MEMORANDUM FOR: Chairman, USIB
Chairmanship of the Security
Committee and JAEIC
1. At the 9 October meeting of USIB, you agreed to
General Tighe's suggestion that the Board Principals have a few
days to consider possible alternative nominations to Mr. Marvin
Gentile as Chairman of the Security Committee. Two have been
received; Mr. Robert: E. Tharp, ERDA, and Mr. Donald Paschal,
Navy (see attached bios).
2. We also need to a .point a new Chair
replacer The CIA nominee,
f the Nuclear Energy Division, of OSI, (bio attached) has
been Acting Chairman since Wally's move to the IG Staff. We have
been in contact with the main players whom we thought might have
qualified candidates outside CIA. i. e. ERDA and DIA._ Ed Giller's
letter and bio on his nominee, is attached. DIA
does not have a nominee at this time, u we have been advised
informally that DIA may recommend rotation of the JAEIC chairman-
ship in a manner similar to the recent agreement on the Weapon and
Space Systems Intelligence Committee (WSSIC). On 15 October
Bruce Lowe notified all the other USIB member agencies that nomi-
nations for JAEIC would be considered at an early Board meeting.
3. We recommend that you name Gentile to head the Security
Committee an o chair JAEIC. (The nominees of ERDA
and Navy for the Security job are quite junior.) ,

4. There are several alternatives for handling this. 25x1
(a) You can approve I land Newton
now and USIB can be advised by note from the
Executive Secretary.
(b) We can circulate to USIB members
biographic detail concerning all nominees and reserve
your decision pending discussion at the next USIB
meeting.
(c) You can decide on ow (we
have been planning his EOD on 3 ove er, the
likely date of the next USIB meeting) and hold a final
decision on JAEIC pending USLB discussion. Mean-
while, we would disseminate biographic detail on the
two JAEIC nominees.
5. We think alternative (c) above the best arrangement and
recommend your approval

SUBJECT : Appointment of JAEIC Chairman
1. Nominations have been received from CIA and ERDA
for the chairmanship of the Joint Atomic Energy Intelligence
Committee. Biographic information on the two nominees is
attached.
2. It is anticipated that the subject appointment will be
considered by the Board in executive session at an early date,
probably 3 November.
