MEMORANDUM FOR ACTING CHAIRMAN, USIE
SUBJECT: Chairmanship of Joint Atomic Energy Intelligence
Committee (,JAEIC )
1. As you will recall, Mr. McCone's memorandum regarding
designation CIA, as Chairman of JAEIC
vice Dr. Scoville was distributed to Intelligence Board members during
the executive session at tim beginning of last week's USIB meeting. Mr.
McCone named at the time that board members might wish to have their
staff officers review this matter before the next meeting.
2. In the interim since the USIB meeting of 22 August two Board
members (General Blake and General Breitwelser) have advised of
their concurrence in appointment.
3. You may wish, therefore, at the 29 August USa meeting to make
reference to Mr. McCoue's memorandum on the subject and determine
whether there is any objection to the designation. as propo"d therein.
4. Quoted below for information is the paragraph In DCII No. 3/3
which pertains to this matter:
"Chairman of the Joint Atomic
Energy h-t.Utg race Committee
"The Chairman of the Joint Atomic Energy li telligence
Committee shall be designated by the Director of Central
Intelligence in consultation with and with the concurrence
of the Intelligence Bead. The Central Intelligence Agency
shall provide appropriate secretariat support. ;'

MEMORANDUM FOR: The United States Intelligence Board
SUBJECT Designation of Chairman, Joint Atomic Energy
Intelligence Committee (JAEIC)
1. Because of the press of his new responsibilities,
Dr. Herbert Scoville, Jr., Chairman of the Joint Atomic
Energy Intelligence Committee, has asked that he be relieved
of that duty. I have granted Dr. Scoville's request., and
I propose to designate as Dr.
Scoville's replacement as airman of IC.
2. A brief biographic sketch of I who
has been alternate Chairman and alternate CIA Member of
JAEIC, is attached for your information.
3. I would propose, with your concurrence, to make this
appointment effective at the next Board Meeting.
