Specifi- cally, the STIC is concerned. with those life sciences, physical sciences, and technologies which could in the near or long term affect signifi- cantly the national security or national welfare of the United States. The STIC is involved with both collection and production activity. It seeks to stimulate and guide collection efforts on foreign sciences and technologies which could lead to a significant qualitative improvement in existing weapon systems or could lead to an entirely new system based on novel technical means. Similarly, the STIC seeks to stimulate and guide intelligence production within the intelligence community in the areas of its concern and itself produces a number of reports pre- senting community views on selected topics. In addition, the STIC is concerned with foreign advanced technologies which could lead to sig- nificant developments in the civil area where an economic advantage over the United States might be gained by a foreign country. The STIC is not responsible for coordination of intelligence com- munity activities in the economic, nuclear, or current weapon system arenas. Such activities are the responsibilities of other USIB com- mittees. Because of some areas of overlap, certain STIC work is closely coordinated with these other committees. The areas within the life sciences, physical sciences and technol- ogies of STIC responsibility are large in number and far beyond any hope of adequate intelligence community coverage. Thus, one of the initial and major undertakings of the STIC was to address the problem of determining those areas of most significance for national intelligence. This activity takes cognizance of, and relates to, the DCI's Perspectives for Intelligence 1975-1980, his Substantive Objectives for the Intelli- gence Community, DCID 1/'2-US Intelligence Objectives and Priori- ties, and the Key Intelligence Question (KIQ) system. The result of the STIC work is presented in the form of a display which presents the areas and subareas of greatest significance in three priority groupings. The STIC recognizes that not every aspect of a Priority I item is of highest priority, and similarly some aspects of Priority II and III items may be of higher priority than their overall grouping. The purpose of the display is to bring into focus those areas of national intelligence which generally should be considered by management in its apportion- ment of resources for both collection and production. iii plyF~ '8QNFIDE~IITI Approved For Release 2005/ hDP79M00098A000500020003-2 4/2 . Approved For ease 2005/04/28: CIA-RDP79M0009b00500020003-2 CONFIDENTIAL The criteria adopted by the STIC in evolving this display included the following: ? issues must transcend individual organizational interests-they must be national in character; ? the majority of the participating S I'IC members must be in agreement that the technical issue selected represents national interests; ? ordering of the issues in one of three groups reflects the current degree of importance ascribed to the issue. A number of items judged to be of great importance by individual departments or agencies were excluded. It remains the prerogative of each agency or department to identify and apply resources to items important to its own mission but which would not in the opinion of the STIC qualify as items of national interest. This display is dynamic and will change with time; thus, items in Group III may be slighted only at the peril of being unable to answer questions regarding them if they should in the near future come to the fore in Groups I or II. In fact a large number of additional areas could be listed as "Group IV" and some resources are and should be devoted to them. This display will be updated at least annually. The STIC approved this display on 7 August 1975 and solicits comments on its content and format through its Executive Secretary, 6F35, CIA.
