SUBJECT: Minutes of 24 October 1974
The attached draft minutes of the 24 October 1974 meeting
of the Scientific Intelligence Committee will be considered at
the next meeting of the Committee.

Item 1 - Minutes

The minutes were approved as written. The Chairman asked
that the minutes reflect the appreciation of the members for
the hospitality shown the Committee by the Air Force at its
meeting at FTD on 3 October. The briefings o ed were very
beneficial the Committee thanks and 25X1
Item 2
The Charter for the Committee was disseminated and a
short discussion ensued on the changes made since the last
draft. It was noted that the Charter is for the use of the
Committee and the information of others who may be interested.
It is subject to change as we gain experience with it. The
Chairman brought the Committee up to date on the progress of
DCID 1/3 and 3/5.
The Chairman presented his memo on Committee Procedures
and Program which was endorsed in general terms by the
Committee members.
A lengthy discussion ensued on the new proposed Subcommittees
and their operations. Each Subcommittee Chairman explained his
view of his mission, how he hoped to accomplish it and who he
hoped to have working with him. Helpful comments were received
from a number of members. Representatives on the Subcommittees
are to be named by 30 October and each group will get its work
underway in November.
Item 5
I coordinator of the informal Interagency
Command and Control. Working Group, briefed the Committee on
the history of his group and noted those persons and organi-
zations taking part: in its work. He pointed out that coming
under the STIC's cognizance at this juncture would benefit
this informal group and result ultimately in a better product
for the Intelligence Community.

Item 6
The Executive Secretary called attention to the dissem-
ination list for the Lookdown, Shootdown paper which will
be sent to the Service and DIA members for possible additions.
The next meeting will be held on 14 November in Room
1D35 (note different room number) and the December meeting
will be held on the 12th. In addition a visit to NSA may
take place in December.
