SUBJECT: Chairmanship of SIC
(IC Staff) alertly provided the attached note from Mr. Colby
to us before routing to Clarke. I went to see Clarke on both memoranda:
a. New Chairman, SIC (which you will note is approved by Colby)
b. Establishment of the Military -s-kk Committee.
On (a) I showed Clarke theDCID for the SIC which requires USIB consultation and

1. In compliance with your instructions that the appointment
of USIB Committee Chairmen be coordinated through DjDCI/IC,
I concur with the recommendation of that

2. I also concur in the changes in SIC functions and in the
establishment of a new Military Task Committee. As you are
aware, the ICS is reviewing the entire substructure of the USIB.
In view, however, of the unanimous agreement of SIC representatives 25X1
to the changes, I see no reason to hold them up pending the results

SUBJECT: Chairmanship of Scientific Intelligence
Committee (SIC) of USIB
1. The undersigned has served as Chairman, SIC
since September 1954.. Having taken on added duties re-
cently as Director,, Scientific Intelligence,, it is
requested that I be relieved of the chairmanship of the
SIC.
2. Along with the change in leadership I also
recommend changes in the coordinating responsibilities
of the Committee. In brief, I recommend that the respon-
sibilities of the Committee relating to intelligence on
existing weapons systems be assigned to a new Military
Technical Committee of USIB. Those relating to other
aspects of scientific intelligence should be retained under
SIC cognizance and expanded to reflect emerging concerns
with advanced, including civilian, technologies. A copy
of a memorandum to Chairman, USIB from Chairman,,SIC that
elaborates on these recommended changes is attached. The
SIC members agreed to this memorandum on 7 February 1974.
3. As Chairman of the reconstituted SIC, with
expanded responsibilities as outlined above and explained
in greater detail in the attachment, I should like to

SUBJECT: Realignment of USIB Committee
Responsibilities for Scientific
and Technical Intelligence
1. This memorandum contains a recommendation for
your approval in paragraph 6.
2. Since 1949 the Scientific Intelligence Committee
(SIC) has been responsible for or shared responsibility
for S&T intelligence coordination. At times elements of
this broad field have been split off and reassigned as
occurred, for example, when the Joint Atomic Energy Intel-
ligence Committee (JAEIC) was returned to separate status
in 1952 and the Guided Missile and Astronautics Intelli-
gence Committee (GMAIC) was created in 1956. Since the
latter date SIC responsibilities have not changed.. In the
past the occasion for splitting arose when a field of
intelligence became so important or so demanding in re-
sources that problems peculiar to it required special
attention. The SIC believes that changes both in the
scientific intelligence community and in the demands placed
upon it in recent years make it appropriate to recommend
changes in the scope of its responsibilities now, as out-
lined below.
3. The Committee coordinates community activities in
S&T intelligence fields not specifically assigned to other
committees', such as JAEIC or GMAIC. The fields covered by
the SIC fall reasonably into two groupings, each of the
two broad in its own right, as follows:

Group A. The performance and
characteristics of foreign weapons systems
now in use or under development--other than
atomic weapons, guided missiles and space
systems--and their attendant technologies
(e.g., naval., anti-submarine, aircraft and
ground warfare systems; military electronics;
biological/chemical warfare capabilities).
Group B. Foreign advanced technologies,
including the factors that affect their de-
velopment and improvement, and potential
applications of them to future weapons systems
(e.g., aerodynamics,: electronics and electro-
optics research and development; computers;
advances in the physical sciences and bio-
medicine; government policies; scientific and
engineering education).
4. in practice it has become increasingly difficult
for the members to cover adequately the wide range of
topics now coming under the cognizance of the Committee.
Because they normally have greater immediacy, problems
concerning Group A topics have received most of the Com-
mittee's attention and within the community such matters
have tended to win out whenever competition for resources
arose. No let-up in the demand for military technical
intelligence on developing military capabilities is ex-
pected in the future so long as potential enemies continue
their extensive weapons R&D programs. The continuation
of USIB-sponsored coordination activities in this area
is essential.
5. At the same time the Committee believes that
for several reasons this imbalance of effort should not
be perpetuated. Weapons systems estimates that project
into periods beyond about five years become increasingly
dependent, and eventually predominantly dependent, upon

judgments as to Group B developments. In recent years
national concern over the course of events in areas having
a high technologic content, as for example new energy
sources and the rise of foreign competition in computers
and telecommunications systems, points to a growing in-
volvement of the scientific intelligence community in
support of policy determination in such matters. Nego-
tiations on arms limitations as well as scientific and
economic exchanges involve consideration of the relative
standing in advanced technology fields in assessing their
net value to the US. So far as SIC responsibilities are
concerned these factors indicate the need to increase the
attention to Group B subjects in terms of formulating
community requirements,. identifying critical gaps, develop-
ing concepts for new collection systems against emerging
advanced technologies, recommending needed resources,.and
producing finished intelligence. To accommodate increasing
demands on the SIC along these lines, changes in its
membership will become necessary.
6. To assure that both the weapons systems and
advanced technology areas, as outlined above, receive the
required attention, the SIC recommends that its. responsi-
bilities be split and reassigned as follows:
a. Group A subjects be assigned to a
new Military Technical Committee of USIB,
making it responsible for intelligence on
the technical performance and characteristics
of foreign naval,,anti-submarine, aircraft
and ground warfare systems other than those
that are the responsibility of GNAIC; on
foreign military electronics; and on foreign
biological/chemical warfare activities.
b. Group B subjects remain the respon-
sibility of the SIC.
