MEMORANDUM FOR: Executive Secretary, United States
Intelligence Board
SUBJECT: Establishment of a Joint AD HOC Computer
Working Group of the SIC and EIC
1. For the information of USIB members, the SIC and
EIC agreed on 6 February 1969 to establish a joint working
group to deal with intelligence problems in the field of
computer technology, production and trade that are arising
with increasing frequency.
2. The Terms of Reference for the Computer Working
Group (CWG) are attached.

Terms of Reference
for a
Joint AD HOC Computer Working Group
of the
Scientific Intelligence Committee and
Economic Intelligence Committee
Mission
The mission of the Ad Hoc Computer Working Group is to
provide an organizational framework to ensure that foreign
computer developments affecting the national security,
especially those taking place in the USSR, the Communist
countries of Eastern Europe, and Communist China, receive
coordinated evaluations by the intelligence community and
that such evaluations are supported by the full economic and
technical knowledge available in or to the Government.
The CWG shall report to the SIC and the EIC as appropriate
and be responsive to requests of the parent committes for the
coordination of inter-departmental intelligence reports and
contributions to national intelligence estimates as required.
CWG reports that include computer topics within the general
areas of responsibility of USIB committees or subcommittees
other than the SIC and the EIC shall be reviewed and approved
by the appropriate committees or subcommittees.

The CWG shall also identify and report to the SIC and
the EIC ways in which the collection, distribution and pro-
cessing of intelligence information on computers can be
improved.
The CWG can provide for the review and comparison of
methodologies used for research in its field, and, where
appropriate and practical, it can provide an opportunity of
obtaining closer agreement on selected basic statistics.
Operating Procedures
The CWG shall establish its own operating procedures
subject to the following condition:
It shall meet in formal session at least once each
fiscal year to prepare and approve its Annual Report to the
SIC and the EIC.

Membership
The membership shall be composed of designated representa-
tives of SIC and EIC member agencies. Other agencies may be
invited by the Chairman to participate in the work of the CWG
on the particular problems.
The Chairman of the CWG shall be designated by the Chairman
of the SIC and EIC in consulation with the SIC and EIC members.
Functions
The principal function of the CWG is to provide coordina-
ted inter-agency intelligence on foreign computer activities,
principally those of the USSR, the Communist countries of
Eastern Europe, and Communist China, as required by the SIC,
EIC, and USIB. Coordinating with and drawing technical support
from other USIB committees and subcommittees as appropriate,
the CWG shall provide intelligence studies and estimates
covering research, development, production, use, and trade in
computers and related equipment and commodities.
When directed by the SIC and the EIC, the CWG shall arrange
for the inter-departmental coordination of individual agency
reports on computers when such reports are deemed of sufficient
national security importance to warrant such coordination.
The CWG shall identify significant research deficiencies
in its field of responsibility and make recommendations to the
EIC and SIC of ways in which recognized research deficiencies
can be corrected
