ORANIDUM FOR GENERAL, CARTER
As indicated in John Warner's memorandum, the draft of this SIC study on
Soviet science and technology considered by USIB on 23 May included notice that
it would be distributed to "certain Committees of Congress". Specific attention
of USIB was invited by the Secretariat to this proposed special distribution on
15 May when the study was initially circulated to Board members for review.
It is considered, therefore, that the Intelligence Board approved distribution
to Congressional Committees and other U. S. non-intelligence groups when at the
23 May meeting it approved the Summary and Conclusions and formally noted the
Discussion and Appendices portions of the study. Accordingly, further USIB
action on this distribution is not required, other than the implementing measure
recommended by the Legislative Counsel in his memorandum.
The Secretariat concurs also in the recommendation that references to NIE
11-6 -59 and NIE 11-6 -52 be deleted from the study since we understand that
those estimates have not been released to any Congressional Committee.
