MEMORANDUM FOR: Director of Central Intelligence
FROM Donald F. Chamberlain
Inspector General
SUBJECT Retirement of the Inspector General
1. Perhaps you will recall that when I discussed
with you the responsibilities of the Office of mentioned
Inspector General, shortly before Christmas,
that I intended to retire on 30 June 1976. This action
is in line with my arrangement with eafformer DCI, over
Bill Colby, to serve about three years
the job toward the end of June, 1973, at the time we were
becoming active in the Watergate
vtotretirenat thesendte
is intended to reaffirm my decision
of June, and to permit you adequate time to select a re-
placement.
2. I realize that the position of Inspector General
is one which could be filled by selection from outside CIA.
Should you decide, however, to choose a current CIA employee
as the new IG,
I strongly urge that this person be my Deputy S and Chief of the Inspelof thefInspe~torBGeneralldsgnce 1962, i
has been with the Office
and is the only person in CIA with a real institutional
memory in this area. As Dle attache eandewasnassigned-he
has a legal background, D per
overseas t As a result of his varied assign-
ments he has a wide acquaintanceship in CIA among personnel
in the DCI area and in the various directorates. I t ink962
his strong record since joining the
his speaks for itself and l have no Generaltatioamlcertaingthat his
appointment as the Inspector support from among your senior
selection would receive strong sofficers.

in CIA's efforts to carry out its varied and demanding

Mr. h
I have asked D/Personnel to recommend
what award should be considered for presen-
tation at his retirement and will advise.
P. S. You should probably ask the five Deputies
for candidates to replace Don. I could do so on
your behalf if you wish.
