SUBJECT : Office of Personnel Survey
1. The subject survey is the first to be completed in our recently
resumed program of,component inspections. Copies of our report have
been provided to the DDA and his comments are expected within 60 days.
The report can be furnished to you from my Office, but you may wish to
delay its receipt and examination until the DDA's comments are available.
2. We found the Office of Personnel to be a good organization made
up of highly dedicated employees who carry out their work in a profession25X1 C

usefulness ot ese il e recommend either their continued
retention or their destruction.
3. We have offered suggestions and in a few cases have recommended
actions designed to improve some aspects of Office of Personnel per-
formance. One, which may be controversial, involves your transfer of
authority to authenticate staffing complements (i.e., Tables of Organi-
zation) to the Deputy Directors while reiterating the Director of Per-
sonnel's authority and responsibility to monitor their adherence to job/
pay equity, average grade and other limits with which the Agency must
conform. This subject would be best discussed after the DDA has reviewed
our report, however.
