JOURNAL
OFFICE OF LEGISLATIVE COUNSEL
Wednesday - 2 February 1972
1. (Secret - JMM) Bill Woodruff, Counsel, Senate Appropriations
Committee, called to say Monday, 14 February, was out for the Defense
Subcommittee and wondered whether the Director would be available on
15 or 16 February. I said he was committed to the Joint Committee on
Atomic Energy on the 16th, so this was out, and we tried to avoid briefings
two days running wherever possible. I asked Woodruff whether the Appro-
priations briefing could be limited to the morning only, but he said he
couldn't promise this. . I said I would be. back in touch after consulting the
Director.
2. (Secret - JMM) Ed Braswell, Chief Counsel, Senate Armed
Services Committee, called to ask who was "policing" the $350 million
ceiling on expenditures in Laos. I said I thought the State Department,
but would confirm this. After consulting with Chuck Briggs, OPPB, I
called back to say that the White House had indeed designated the State
Department as the responsible agency in this matter.
3. (Internal Use Only - JMM) Called Representative Barry
Goldwater, Jr.- (R., Calif.) reminding him of his recent conversation
with Colonel. White and inviting him to come out for a breakfast at his
convenience. He said he would be away until the 16th, but would call
us thereafter.
4. (Secret - JMM) After consulting with the Director, confirmed
with Bill Woodruff, Counsel, Senate Appropriations Committee, the Director's
appearance for a world roundup briefing at 10 a. m. on Tuesday, 15 February.
5. (Internal Use Only - JMM) The Director told me of his conversation
with Representative Jamie L. Whitten (D., Miss.) when it was agreed that
Whitten would visit the Agency for breakfast on Thursday, 10 February. I
will call Whitten's office to confirm arrangements to p'.ck him up at 8:10 a. M.
on that day.

Remarks: I checked on Barry Goldwater's remarks
about not having been invited out and thought you
would be interested in the Journal of 2 February
972 showing we did invite him out at that time.
This is no big deal, but I wanted you to know we
didn't slip up.
