2. As you know, the Committee's primary interest
is the Cuban military presence and affinity with Panama and
potential guerilla activities there, Also, Mr. Hebert had
exhorted the Director to be sure that things Panamanian
are being extensively covered by our collection people.
STATINTL 3. I felt we should have a DDO'er at the pre'brief
just in case the Director might have questions in this respect.
I am not recommending that the DDO'er attend the Subcommittee
briefing session on Friday, and it may turn out that the Director
will not need both F- I at the Nedzi session.
is the resident expert and, moreover, he knows Cuba
very well and I can foresee that the Nedzi session might

world-wide and whether they are carrying out a surrogate
role for the Soviets.
