Approved For R se 2004/12/20: CIA-RDP79M00467)400030009-6 6 October 1976 OLC: 76-2773/a MEMORANDUM FOR THE RECORD SUBJECT: Visit with Jim Fellenbaum, Staff Assistant Senate Appropriations Committee Met with Jim Fellenbaum, staff assistant, Senate Appropriations Committee. Fellenbaum is responsible for military construction as well as intelligence matters for the Committee but indicated that he will have considerably more time to devote to intelligence matters than did Guy McConnell, in that the military construction account has gotten much smaller in recent years. Fellenbaum appears quite interested in the new assignment and indicated on a number of occasions that he wants to cooperate as much as possible with the Community and wants to insure that the intelligence mission is adequately funded.. Fellenbaum stated that he of course takes his marching orders from Chairman McClellan and that McClellan indicated that he expects full cooperation by Fellenbaum with the Agency. I suggested that as initial orientation, Fellenbaum should come out to the building and talk to Jim Taylor, Comptroller, and Bill STATINTL C Staff, in order to get an overview of the CIA and the IC budget process. Fellenbaum agreed this would be a good idea and indicated he has no knowledge of the Intelligence Community. He stressed that he expects to get information on a need-to-know basis and not go on fishing expeditions for curiosit sake. I told him I would set up briefings with Taylor STATINTL and Jor the week of 12 October. I also broached the possibility of an. overseas trip during the recess. Fellenbaum said that he does not particularly like to travel but if we feel a trip would be useful for him, he would of course be anxious to go. He stipulated it should be no more than two weeks at the outside and he is not interested in the kind of junkets the military puts on which generally include sightseeing and shopping trips in London and Paris. He stressed that unless we felt Western European cities were of particular importance, he would just as soon stay away from the major capitals. I told him I would get back shortly with a proposed itinerary.
