Knoche, DDCI From a number of quarters--high, medium and low--I keep hearing about the "endless bureaucracy" of the DDO, usually in the context of mountains of paper. Part of this, I am sure, stems from efforts at all levels to improve visibility, sharing of responsibility, and command and control. I wonder, though, if it may not be time to have a look at paper requirements within, your Directorate. They are now done an an annual basis. However, there surely is too much paper; since I drown in it continually.. We are sending your note Staff Chief with a request devil to our Evaluations and a copy of this pink that he solicit comments from the Directorate's paper-handlers to see if we can cut back, and we will certainly do so. Neverthe- less, I should warn you that this is an old sea lawyer's game in the DDO.?
