NOTE FOR: The DDO

From a number of quarters--high, medium
and low--I keep hearing about the "endless
bureaucracy" of the DDO, usually in the
context of mountains of paper.
Part of this, I am sure, stems from
efforts at all levels to improve visibility,
sharing of responsibility, and command and
control. I wonder, though, if it may not be
time to have a look at paper requirements
within, your Directorate.
If the Comptroller or any other Agency
component can be of use to you in this regard,
please feel free to ask, though I would think
it something for a DDO working group to examine.
