Dear John,
I fully understand your concern about the need to
have separation between the Peace Corps and the Central
Intelligence Agency.
In 1961 the CIA prohibited any operational use.
of members of the Peace Corps. This was but three
months after the Peace Corps was established. This
prohibition has been reaffirmed several times since
then and I have no reason to believe that we have
ever broken our own rule.
