Attached is a copy of the Goals and Objectives I have
set for the Intelligence Community for Fiscal Year 1977.
This document, prepared by the Intelligence Community Staff
with the advice of the National Foreign Intelligence Board,
responds to continuing requirements described in Executive
and OMB memoranda of 18 and 19 April 1973, respectively.
Considering the events of the past year, I believe it
necessary to emphasize specific areas for Community improve-
ment in the coming year while concurrently giving thought
to problems in a multiyear context. In addition to
addressing such concern's as and
improved analytical capabilities, mentioned in your letter
of 25 August 1976, the Goals and Objectives also emphasize
new planning initiatives, the improvement of support pro-
vided to national security policy makers, and strengthened
oversight mechanisms.
These Goals and Objectives provide a basic framework
to be considered by all intelligence activities as they
get on with the business of restoring public confidence
and trust in the Intelligence Community, a fundamental
task which must be achieved if we are to successfully do
our job. As such, the Goals and Objectives have Community
wide applicability and are of Presidential significance in
accordance with the referenced memoranda initiating this
effort.
