Dear Sir:
I would like to mll to your attention CIA policies of
carrying out domestic surveillance of Irish Americans in purely
political matters. As the new head of the CIA, I would like
to request that you immediately terminate these practices which
obviously are in violation of federal law and involve criminal
practices prohibited by our federal statutes.
There is no question but what these practices do exist as
we have certain limited information and reports from the CIA
itself, as well as the F. B. I., approving the existence of
these practices.
We do not wish to embarrass the CIA but we refuse to
accept the present situation. Unless you assure us in writing
that these practices will immediately terminate, I must advise
you that we will have our attorney start a lawsuit in Federal
Court over the matter. You promised Congress and the American
public that the CIA would be reformed but apparently it is not
and surveillance is still continuing.
