MEMORANDUM FOR: Director of Central Intelligence
FROM Acting Deputy to the DCI for the
Intelligence Community
SUBJECT Proposed New NRO Agreement
1. Mr. Ellsworth has sent you and Mr. Hyland a
"proposed updated statement of management policy'! for the
National Reconnaissance Program, indicating he intends to
table it at the CFI meeting on 11 March.
2. This new NRP Charter would replace the existing
"Agreement for Reorganization of the National Reconnaissance
Program," which the DCI and Deputy Secretary of Defense
signed on 11 August 1965. The NRO sought a revision of the
1965 agreement in late 1974, but action was deferred on the
ground the PFIAB had a study underway which would address
this subject. The PFIAB study was never completed.
3. The draft which Mr. Ellsworth forwarded differs
markedly from the 1965 agreement. Specific elements of the
1965 agreement which the new draft omits include:
a. Inclusion of CIA in the research and exploratory
development effort.
b. CIA involvement in engineering development of

c. Provision for DCI appointment of a Deputy NRO.
d. Provision for joint manning.
