MEMORANIRJM FOR THE DIRECTOR OF CENTRAL INTELLIGra CE
The statutory members of the National Security Coun-
cil have now approved the new NSC 10/ directive.
In giving his approval, the President volunteered
the statement that he wished me to be responsible for seeing
that quarterly or so, an oral report was made by you to the
statutory members of the Council, at a meeting which might be
held in his office, and to which he might invite one or two
other people as he deemed desirable (for example, the Chairman
of the Joint Chiefs). He was emphatic that he wished. to have
currently an over-all knowledge of the major elements of 10/
operations, and tended to brush aside the possibility that
he would ever be in a position to disown responsibility for
major undertakings. Of course, he would have no interest in
day to day operations.
The approved version of the new paper will be
issued in accordance with the usual very limited distribution,
and will bear a new number.

governing Council of the World Veterans
Federation meeting here in Washington, D. C.,
June 10th to 14th.

We would appreciate an early confirmation
of this appointment and we would also like
to have in our hands not later than Monday,,
